Genesis 49:10 is part of Jacob’s blessing to his son Judah, and promises that from him among all his brothers shall come a ruler over God’s people Israel: “The scepter shall not depart from Judah, nor the ruler’s staff from between his feet, until tribute comes to him; and to him shall be the obedience of the peoples.”

Which, being translated, might be rephrased as follows: “The scepter shall not depart from Jesus Christ. Instead, his enemies shall be placed beneath his feet, and every nation shall bow to him, and on the last day he shall hand over the kingdom to God his Father.”
